In a significant governmental restructuring announced on Thursday, December 19, 2024, President William Ruto has dismissed two Cabinet Secretaries and welcomed several high-profile appointments, including allies of former President Uhuru Kenyatta.

The changes were formally communicated through a circular from Felix Koskei, Chief of Staff and Head of Public Service, which stated:

The president has appointed three prominent figures to his Cabinet; Former CS for Health Mutahi Kagwe, former Nakuru Governor Lee Kinyanjui, and former Kiambu Governor William Kabogo.

Two Cabinet Secretaries who served less than five months were removed from their positions. Andrew Karanja, former CS for Agriculture and Livestock Development, was replaced by Mutahi Kagwe and Margaret Nyambura Ndung’u, former CS for Information, Communication, and Digital Technology, was replaced by William Kabogo.

Rather than complete dismissal, the removed Cabinet Secretaries have been reassigned to diplomatic posts. Margaret Nyambura Ndung’u will serve as Kenya’s High Commissioner to Ghana. Andrew Karanja has been appointed as ambassador to Brazil.

This latest reshuffling follows a more comprehensive Cabinet overhaul in July 2024, when President Ruto made the unprecedented move of dismissing his entire Cabinet.

That decision came amid public discontent with his administration and followed productive discussions with opposition leader Raila Odinga.

The July reorganization was particularly notable for incorporating opposition figures into the Cabinet, reflecting President Ruto’s stated commitment to national unity and political reconciliation.
