On Wednesday, July 24, 2024, President William Ruto revealed a new list of nominees for Cabinet Secretary positions for vetting by the National Assembly.
The List
The proposed Cabinet Secretaries in this second batch include:
1. John Mbadi – National Treasury
2. Salim Mvurya – Investment and Trade
3. Rebecca Miano – Tourism
4. Opiyo Wandayi – Energy
5. Onesmus Murkomen – Sports
6. Hassan Joho – Mining and Blue Economy
7. Alfred Mutua – Labour
8. Wycliffe Oparanya – Cooperatives
9. Justin Muturi – Public Service
10. Stella Langat – Gender
This follows the initial round of nominations made on Friday, July 19, 2024, where President Ruto put forward his first group of Cabinet Secretary nominees and a candidate for Attorney General.

2. Aden Duale – Defence (initially)
3. Alice Wahome – Lands, Public Works, Urban Development and Housing
4. Soipan Tuya – Environment, Climate Change and Forestry (initially)
5. Davis Chirchir – Roads and Transport
6. Dr. Debra Mulongo Barasa – Health
7. Julius Migosi Ogamba – Education
8. Dr. Andrew Mwihia Karanja – Agriculture and Livestock Development
9. Eric Muriithi Muuga – Water, Sanitation and Irrigation
10. Margaret Nyambura Ndung’u – Information, Communication and Digital Economy
Previous Cabinet Swaps
Interestingly, a significant change occurred on Tuesday, July 23, 2024, when President Ruto made a swap in portfolios. Aden Duale, initially nominated for the Defence ministry, was reassigned to the Environment docket.
Conversely, Soipan Tuya, originally slated for Environment, Climate Change and Forestry, was moved to head the Defence ministry. This reshuffle demonstrates the dynamic nature of cabinet formation and the president’s prerogative to make adjustments as he sees fit.
It’s worth noting that Rebecca Miano, who was expected to be nominated as Attorney General, was not included in the list forwarded to the National Assembly for vetting. Instead, she appears in the second batch of nominees as the proposed Cabinet Secretary for Tourism.
